Warren Settle Frank passed away peacefully at the age of 99 in Wilmington, Ohio, on Sunday, August 23, 2020. Born January 20, 1921 and raised in Luray, Virginia (Page County), he graduated from Luray High School. As a boy scout and young man, he and his friends shared many fond memories hiking and exploring the Blue Ridge Mountains and Shenandoah Valley. His love of the Shenandoah Valley stayed with him for the remainder of his life, most recently hiking to top of Stony Man in 2015 at 94 years of age.

Warren proudly attended the Virginia Military Institute. Upon graduating with a degree in Civil Engineering, Warren received his commission as a second lieutenant in the US Army field artillery serving in the European Theater (Italy) during World War II. Following the surrender of Germany, he was reassigned to Fort Hood in Texas and later honorably discharged from active duty. Unable to find post war opportunities in the Shenandoah Valley, he found himself moving to Parkersburg, West Virginia where he met his beloved wife of 66 years - Pauline Calendine Frank. They were married on June 15, 1947 and resided in Parkersburg. Warren retired from the West Virginia Department of Highways where he was the District Engineer for District 3, which covered Calhoun, Jackson, Pleasants, Richie, Roane, Wirt and Wood Counties. Following his retirement from the State, he extended his work career as City Engineer for Parkersburg.

Warren was very active in the Parkersburg community and belonged to numerous organizations. The most notable of which were: a member of First Lutheran Church of Parkersburg, where he was active on various committees and the church council; served as a board member for the Parkersburg branch of the Salvation Army (Warren was often seen "ringing the bell" from Thanksgiving to Christmas for many years); he extensively volunteered along with Pauline at the historical Cooper Log Cabin located in the Parkersburg City Park (sponsored by the Daughters of Pioneers); he was a proud member of the Sovereign Hospitaller Order of Saint John of Jerusalem; and was a member of the Captain James Neal Chapter of the West Virginia Society (and National Society) of the Sons of the American Revolution.

In addition to his beloved wife Pauline, Warren is preceded in death by his parents, Carol Frank and Warren E. Frank, sister Leta M. Frank and grandson Capt. Warren A. Frank, USMC. He leaves behind three sons and their families - Beloved father to Warren R. Frank (wife Sonya), Thomas C. Frank (wife Katherine), Joseph A. Frank (wife Melanie). Adored grandfather to Sara Frank, Late Capt. Warren Frank (wife Allison), Elizabeth Frank, Thomas Frank II (wife Alexis), Ashley (Frank) DeCamp (husband Mark), Mason Frank (wife Amanda) and four great-grandchildren, Sophia Frank, Isabelle Frank, Holden Frank and Brooks DeCamp.

Warren's final resting place will be with his wife at the Green Hill Cemetery family plot in Luray Virginia. Final arrangements are incomplete currently due to COVID-19 restrictions. Those wishing to honor Warren are requested to consider donations to either the First Lutheran Church of Parkersburg, West Virginia, or the Parkersburg Branch of the Salvation Army.
